I have a wall that has wall paper on it. the previous oweners painted the walls and ceiling and is in good condition. However the unit above had a flood and water cascaded down every where. On one wall the paper has sagged in the line of the water fall. Am i able to sand back the stretched folds , fill and paint the whole wall.
