What determines the need for a building permit

Is it the structure
Footings
Cost (I know over a certain amout you do)
Size

In other words
I was told once you needed a permit to build a dog kennel WHY???
What about a bungalow built on skids (would this come into the same category of a caravan).
What about a shipping container
