What they are being attached to would be good to know. I hate pop rivets for things like this.

Ken, do you have some solid section where you would like to attach the hooks? For hooks like these I use welded on chain links. Either a whole link (stronger) if you can loop rope through them or a link cut in half (weaker, but stronger than your ally hooks) if you need to hook the rope around them. But you couldn't weld a chain link onto thin sheet, you'd need some chassis section or something. For the cut in half links you can round the ends off nicely with a grinder and/or flap wheel to get rid of any sharp bits.

I will never be the person who has everything, not when someone keeps inventing so much cool new stuff to buy.
From an early age my father taught me to wear welding gloves . "Its not to protect your hands son, its to put out the fire when u set yourself alight".

If you had to use them I would just bolt them on.
Tek screws would even work, though they might come loose over time

as has been mentioned those hooks a ver weak and not rated for load restraint...if you want to use them to secure a tornau cover or some such ..yeh OK.....pop rivets teck screws whatever.
There is a range of far better options of you are looking for something for load restraint.
If you are are looking at load restraint the firts consideration is what you are attching to..is it strong enough.
there are heaps of off the shelf loops, eyes and hooks.....that are strong, rated and entirely suitable.
Then there are the self fabricated options like chain links, bent up pieces of bar and the like.

Most powertools have sharp teeth.
People are made of meat.
Abrasives can be just as dangerous as a blade.....and 10 times more painfull.
