Probably composed by someone whose native language is not English.
The first two lines and the balloon contents sound like gibberish, possibly misread.
The last four lines should read:
Live as if you were to die tomorrow. Learn as if you were to live forever.
In other words, Plan for the worst and hope for the best.
I hope you didn't pay too much for it.

My guess is that the first two lines and the bubble are derived from the Ghostbusters movie in which Bill Murray says:

The rest, I have no idea. Sounds like the t-shirt was obtained from one of those dodgy market stalls or from an Asian market. Maybe a good candidate for for engrish.com?
