Default Anyone know what this is

On a recent trip to QLD spotted this strange looking bird, the thing hanging from its neck seems to be a pouch or bag of some sort. So if anyone from outback Winton or Longreach can identify this bird SWMBO would be most grateful.

It is a male Australian Bustard..

It inflates that huge bag and then roars its mating call.

    what a bustard !!
reminds me of a limerick my dad told me.

    the bustards an exquisit fowl
    with minimal reason to growl
    he escapes what would be
    illegitimacy
by grace of a fortunate vowel.

what if the hokey pokey is really what it's all about?
