    When sitting with Activity Steam on and NOT signed in this is what I see.

    Looks like a Vacant Bock awaiting a BIG Bill Board.

    Turn your Adblock off and you'll see that it isn't a waste of space, it is helping to pay for the privilege of you being able to use the board with out fees.
