Sanding is done before finishing to get the floor flat and even before finishing.
Finishing is coating the surface with a protective coating.
You can finish a floor at anytime without sanding but any bowing and difference in heights between or across the individual boards will still be there after the protective coating is applied.
When you say "polish" what exactly are you referring to ?

The lady wants to just polish unless it's not recommended.
I'm sure she want to clean it up without sanding.

So is it already sanded and finished and you just want to polish the existing coating?
Or are you referring to taking a bare timber floor and polishing it with say beeswax ?
Polishing is just making the surface smoother and shinier by rubbing it, it does not tell as what the starting point is.
