    Default Crossover Pipes

I'm planning on putting a gravel driveway in from the fence to the garage (about 20m x 6m with a 60cm drop to the fence). Was going to be a fairly straight forward operation until SWMBO decided she didn't want the driveway sloped and would like a remote control gate .
Now i've gotta work out how best to connect the driveway to the road. I've looked at crossover pipes but a friend of mine who just did one nearby said it cost him nearly $3000 with council approval. I figure i'll need council approval since i'll be building on their land.

Has anyone got any experience with this and can recommend a way ahead?

I've been having a closer look at the heights and i reckon i can get by without a crossover pipe if i take some of the dirt cut from the driveway and distribute it across the footpath. Sounds shifty, but it seems to be what's happened with the majority of driveways along the road. Any reasons why i shouldn't go with the easy option?
