Bathroom basin installed OVER taps?
Not sure how techical the law is regarding doing your own replacement of just the washers, but for this purpose, lets say I had a plumber come to do them, but he is mute and can't communicate. :)
Anyway, is it common or the norm (I'd be surprised), that a bathroom basin was installed OVER THE TOP of the tap fitting (not the handles, the brass fitting), so the tap fitting can be unscrewed (and is definitely free of the fitting) but not lifted out from behind the tap hole in the basin to even replace the washers? :)(
