Hmmm? i can't see a bootmaker's use for this, but it seems well used judging by the 'dings' in both fore and aft anvils. The moving jaw suggests something rounded and shallow. No idea, but that's my contribution (not worth two-bob).

Horse shoes used to be made on an anvil with hammer and tongs, now they stamp them. This thing is not strong enough. The screws in the top are to hold something and the holes in the curved bit the same. If other bits were there it might make more sence.

Whatever it is, at least we know it's worth $82 and that two people were prepared to pay that much for it.
It seems too expensive for a novelty item so they must have known it's purpose.

Every workshop needs one. It's for holding awkward cans and bottles while you open them
