Our home is already 2 stories on sloped land, but the bottom level isn't legal height. Needs to be about another meter higher. So it's already enclosed and just cement flooring with internal walls that make up rooms (laundry, rumpus ect) the back of the house is on ground level but the front of the house is under ground about 1.5 meters. The walls where it's at it deepest underground are brick and cement and seem to have moisture seeping through them, which is a major concern.

So the question is so we raise the house and restump (currently on a mix of steel and huge cement posts) and we'd love to dig out at the front of the house so it's level with our house and put up a retaining wall to get rid of the moisture problem because it would no longer be underground. Or do we rip up the cement that's already layed under the house and dig further and install proper drainage to prevent moisture.

We are a bit all over the place and don't really no where to start. And what budget we'd be looking at. We'd like to keep it under 100k were looking at putting 2 bedrooms, a bathroom, a laundry (which is already there) and a family room. 91 square meters upstairs and will be the same downstairs. Does anyone no costing at all ?
