    The photo does not indicate the scale or size of the object. Suffice to say it is hand held. So AFAIK, it couldn't castrate the bulls I've seen

    Correct. For those that don't know. The photo shows the item upside down and the cutter is just below the spring. When you view the image the other way up.

    To add to the stapler theory it looks like some sort of take off of a hand held tagging tool - hmm 5 seconds too late
