    Something that won't dry hard and tough. Think they used to use a form of the old stamp lickity stick gum. If it peeled of basically intact, you might be able to lick and stick it back on. If it sheered off unevenly, try coating it with some of the glue stick gum from a stationary store (or the children's school supplies) both sides, but you need to get it as close to the original position as possible so it mounts with the most even thickness, leaving it uneven by putting thickest replacement to thickest original will increase runout at the flange.

    If the card is big enough and even in thickness, you could slide it on between the wheel and flange without glue and just sandwich it in place.

    Remember it is basically just a self modifiable packer to even out the clamping pressure from the flanges.
