I am finally about to undertake fixing my lounge room ceiling that, in years gone past, someone has stuffed up painting.

Basically it seems that whoever initiallyt painted the ceiling did not properly seal before paiting and now, in places, simply chips off in large chunks.

I just want to verify my plan.

1. scrape off all areas where chipping is a problem.
2. Apply skim coat of top coat over chipped edges.
3. Sand back top coat to smooth off chipped edges
4. Apply acrylic undercoat
5. Paint

Is this correct?
