How does one send a private message?

Hi,

I am a new member. I have been trying to send a private message to a member in the clock forum but whatever I try, I get the "...you do not have permission to access this page". As a matter of fact I get this message when trying to view attachments, member list, etc.

What is the procedure for sending a private message.
