    Can screen pool enclosures (like the types in Florida) withstand ice and snow in the northeast?

    No. They need to be glassed in with optional screens behind the glass. You might get by with a half-screened (upper-only) design if you have a goodish overhanging eave all round. Or, better yet, make a screened enclosure but make provision for storm-type windows that can be put up in winter.
