Posting?

I was in one of the other sub-forums (Flooring, Decking, Stumps etc) and at the bottom of the page it said I couldn't post replies, new threads etc.

I haven't posted or made any contribution to this forum as yet. Is there a rule about posting in certain forums or is there something else that I need to know?
