My opinion is the refrigerant has a possible imbalance. 410a is a near azeotropic (the two components act the same causing no glide as long as it's in the right proportions) blend of r32 and r125 . If the system is dominated by either of these, the operating pressures change significantly.
another thing to check is the evap fan. these are usually a shaded pole or brushless dc motor and a stiff bearing can really slow it down, causing the evap pressure to drop below 700 kpa causing the ice up.
First thing i'd check is the suction pressure and superheat. High superheat- underfed coil. low superheat-low airflow.
