I would sugest tiling before putting the kickboards down. If you dont you create a well for water to collect. Also if you change the kitchen in the future and dont want to change the tiles you have to use the same layout.

As you can see from my original post I was originally intending to tile first, but I'm a bit nervous about drilling the newly laid ceramic tiles. Any tips on the best technique for doing this?

I use a rotary hammer which tends to crack tiles alot less than a standard hammer drill.

If you put the holes in the grout between tiles you wont have any problems.

Normally tiles cracking under a drill occur becuase the tiler hasnt laid the tiles properly and they are drummy(tap the tile and listen).

I have had some wall tiles that I have had to drill with a diamond drill bit, but have never has to do that with floor tiles.
