Should bearer supports (posts or stirrups) be located at the end of the bearer?
Should the bearer support be at the end of the bearer or it is ok to mount them a little inset (say 200 or 300mm in)?

If you do a search you will find a link to bearer span tables which will give you all the info
Don't force it, use a bigger hammer.

Yes they can cantilever. By how much depends on whether they are carrying roof loads or not.
If there is no roof load, the bearer can cantilever by up to 25% of the allowable single span for the bearer size."I don't practice what I preach because I'm not the kind of person I'm preaching to."
