    It's used for caulking planks on ships, and it is either fibre, or a tar and fibre mix...

    So what are tools used for jamming it into the gaps called?

    Here is a picture of the tools used. Looks to me like a mallet and a blunt chisel. The wooly stuff at the bottom of the picture is oakum

    Curiously the mallets had very long heads, and the "blunt chisels" (caulking irons) came in all sorts of sizes and offsets to allow the caulking to happen in wierd corners.

    I reckon all the answers were near enough though. (Pity Ralph didn't give it a go...)
