Actually, a bloke here did this. He cut a 20 foot wide path through the scrub and trees in the buffer zone, so he could see the ocean and place below. It's pretty hard to tell who did it, when you walk up the beach past the clearing and look directly through it right into the back of his house. Needless to say, he's not real popular around here. He's also quite stupid.
