NSW Rosewood
I'm turning a pair of candlesticks each made in two separate pieces, and find the timber (NSW Rosewood) I've used for the bases is considerably darker than the tops.
Is there any way of dying/staining/waxing to bring the two colours closer together?

Greetings,
One possibility would be to try oiling the lighter piece with linseed oil. Linseed usually darkens the wood noticeably.
To maintain a consistent look to the finish you could apply a light oil which doesn't darken the wood, like Danish, to the darker piece.
It would be best to try with couple of offcuts first. Once oil is on the wood there's no going back.
Regards
