preparing painted concrete for render (indoor)
What is the best preparation to put over a painted stuccoed indoor wall before rendering.

Bronwyn, what does the "stucco" look like. My understanding is that it is an American term for cement render, sometimes with a pebbledash finish.
You won't be able to cement render over a painted surface successfully. You can use a modified acrylic product such as Granosite or similar or you have to mechanically remove all the paint prior to rendering.

Fix expanded metal to the concrete wall and render onto that.
No problems then!
