Hi
Sounds like the results of silicon.
Is there evidence of silicon around the area?

Are you sure it's plasterboard? It sounds unusual to have plasterboard in a carport, but that could just be me thinking of 'roof only' carports.
If you mop some water on the surface, does any of it get absorbed, or does it all run off without leaving a trace?
If it all runs off with nary a damp spot, either it ain't plasterboard, or it has been treated with the best ever waterproofing and sealing agent I've ever heard of.

Hi Toto
I have used Bondcrete on plaster board to ensure the paint stays on. Maybe worth a try.
Good luck
