"from computer" tab missing in "insert image" dialogue in private messages

Hi,
In private messages the tab from the "insert images" dialogue is missing . There is also no "Attachments" button, leaving the only way of attaching images in private messages as "from URL" Is this normal behaviour ? I thought it might be my browser Chrome derivative "Vivaldi" but it works OK on the "Post New Thread" of any given forum . To make the point here are a couple of images of the dialogues from private messages and "Post New Thread.

What I do is leave the forum and use me private email.
