    Hi and welcome

looking at the hood I think the car is built with ply and you have some water damage to the ply.
I think I'd try scraping the paint off first.

the red paint may contain lead.

When repainting, I'd use a solvent based enamel
    regards from Alberta, Canada

G'Day & Welcome "to the Great South Land" & to a top forum "Nigel".
There are quite a few members from UK on the forum as well as across the rest of the world..
You'll find a heap of helpful & knowledgeable blokes & ladies on the forum and for most very willing to assist.
Make sure you show off your handiwork as everyone loves a photo, especially WIP [work in progress] photos with build notes.
    Enjoy the forum.
    Enjoy your woodwork.
Cheers from On Top DownUnder, crowie

may i suggest you give your wooden pedal car questions a new thread to gain a wider viewing across the forum, either the general woodworking, restoration or toymaker/model making subsection....doing this you're more likely to get a heap more answers, advice and assistance....

Also add the photos to the thread through the "manage attachments" button
[it's a beaut looking little car and well worth the time & effort]
