What is this grinder used for?

I don't think it's a copy grinder, but it looks nice.
Is it a drill sharpener or an end mill grinder? Or am I completely off the beam?Cheers,

I did see that on ebay too and already did some research..... was not that easy...
This grinder is used to grind the cutters of a pantograph used to mill coining dies.
