I would say it's for real.
And the answer to the questions is "No".

Ignorance is bliss!! He would be best advised to immerse himself in the NZ culture by coming to Bondi for a few weeks

Perhaps he has been reading the Australian constitution as I believe New Zealand is mentioned there.

Back in the 1970's we used to refer to the "shacky island" residence as either "southseas pome's" [north island] or "southseas scotts" [south island]....
In Christchurch they referred to themselves as the "mainland" and of course Bondi was a suburb of New Zealand.....
And oh sorry about this one to the blokes & ladies from Tassie..It was said if the residences of that island state didn't behave the anchor rope would be cut and they'd float to New Zealand.

When I was in the army I was part of a contingent that went to New Zealand to train with their army. Every time someone asked me what I thought of New Zealand I replied that it was my second favorite state of Australia. Not one person out of hundreds corrected me.
It would seem however, that despite this they do have a sense that they are not a part of Australia.
One evening as we returned to our accommodation on the military base we discovered a large cardboard sign stuck on the building that read "AUSTRALIA SUCKS". One of our soldiers went to take it down but I stopped him and said that we could make them take it down. I was asked how we could do that so under "AUSTRALIA SUCKS" I wrote "NEW ZUULAND NIL". The sign was taken down shortly after.
Incidentally we played a game of rugby league against them a couple of days later and the score was Australia - 6, New Zealand - 0.
Cheers
