Ken,
while it was called a Starrett Mechanical Tachomenter, it is actually a "Rev Counter", a term rarely heard now. So if you count the revs against a clock, it tell s you the reves per minute. I could and was also used to count turns of windings on coils, measure gear ratios (rather than opening gear boxes and count teeth) and things like that. In the first factory I worked in they used them regularly.Cheers,

These types of mechanical taco's came with different tips to allow them to be used on different types of shafts, some also came with a disk attachmet of a particular circumference which allows you to measure belt speeds.
There are many different types of these mechanical rev counters, I have several different versions but my favorite is my Hasler with a built in timer that calculates the RPM in about 10 sec and is good for 10000rpm.
Give me my Hasler any day over a laser tacho.
