Joe Bjelke promoted this sort of psuedo racist description of NSW as it may have distracted electors from his purported gerrymandering.
But Sydney didn't like the name and as they have never forgiven Victoria from seceding from NSW they applied the name to Victoria.
But when they did that they copped the honor of being called "Cockroach Land" which fits very nicely indeed.

So Iain is correct about the equatorial comparison.
Just that the slow talkers aren't smart enough to realize it.

Except for the hot climate (although some of the people here would try to make you believe otherwise), that sounds like a pretty apt description of the "Place to be'ers" and "On the move'rs" that we get up here around Christmas holiday time.

Personally, seeing as I was born there, I would never refer to a Victorian as a Mexican. "Stupid bloody rubber-necking tourist" seems more appropriate under the circumstances and applies equally well to Canberrans.
