Why plumbers need to be careful

I went to a job yesterday to install a weatherproof gpo for a Rinnai 26, when i got there the plumber said to me that he had just got a big belt of the gas line he was working on. I thought this to be a bit strange considering he had already welded onto the water main.
Had a look around and it was soon obvious that they had recently had their house rewired, new board, new cons mains, new aerials and all new circuits.
My first thought was a neutral breakdown on the street side but no, all ok

Imagine my surprise when i opened the switchboard (brand new) and found that there was????????????

any guesses to the answer
