Drilling Holes in bearers

Is there any hard and fast rules when drilling holes in bearers?... ie: Maximum hole size,distance apart and distance from the end etc? I am thinking of extending my bearer by bolting on so the new bearer (for a small deck) will be supported on one end by a post and bolted to the house bearer by two M12 bolts. Sounding ok?
