how to replace a tap in vanity?

i have a vanity in the bathroom that has a stuffed tap that needs replacing. i am not living at the house but have this picture below, not great i know. but is it easy to remove the top of the sink to replace the tap or what?
would it be possible to tell me how or would you have to see the vanity?
