face mounted joists vs top mounted joists

Hi,
I am planning a ground level deck and due to depth confinements it has been suggested to me that instead of mounting the joists on top of the bearers, I should face mount the joists to the bearers, ie cut the joists into segments and use hangers to attach them between the bearers. I was wondering if there are any pros/cons associated with this way of constructing a deck ?
