Stop Cock

Which wayt should the Handle for the Fuel Stop Cock be on a Lawn Mower?
Horizontal or Upright
A Victa Bronco 2 Stroke.

I've tried both ways,
and attempted to run it dry in both Positions............No Good:(

Perhaps the Stop Cock is leaking through....:?:?

Stop taps and valves are usually open when the handle is inline with the pipe or fuel line. I assume it would be similar with a mower.
