What is the best way to definitively test if paint will adhere properly to a surface? I seem to recall reading about using a test piece and then cutting into it with a razor blade. Can't recall what happens next.
Don't know of that test Dengue, but if you have difficulties getting the paint to stick then a coat of Penetrol first might be the answer. As well as being an excellent rust inhibitor, the claim is that "Penetrol makes paint stick to almost anything". It's a clear finish, and available at most hardwares.
You then apply tape to the now cut section of paint. The attempt to remove the tape. Poor adhesion and the paint peels back.
Never done it myself .. But they are the instructions I remember.
It is called the Cross Hatch Test, ASTM 1580 is the standard.
