Powder coated aluminium rust?!

We purchased a powder coated swing. It had a few scuffs in the paint when it arrived which we were not too concerned about, but today I noticed what I think look suspiciously like rust. I was wondering if anyone could take a look at this photo and tell me if there is something other than rust that it could be before I contact the seller.
