Building underground garage?

I am tossing up the idea of having an underground garage. I know exactly what I want to do but who is the best to consult with this to see if I am kidding myself? Garage entrance would be in the side of a 4m high retaining wall and I would like to put dirt and grass back on top. But be strong enou for the occasional car to drive over. Any ideas? I was hoping to go 7m wide by possibly 10 m long. Concrete floor and roof, with core filled besser block walls?
