Cost of guttering and eaves

Hi,
I really need some advice. My builder has quoted me $100 per lineal meter to fit the gutters and fascia and $100 a meter to fit new eaves. Both of these prices include materials and labour. It seems like a lot to me? Would love to have some advice please.
These costs are part of a quote to turn a flat roof into a pitched one( using tiles) The roof measures 11m by 5.5m and the total price is $25K. From what I have been reading I should be able to do the whole house for that.!!!
Any feedback would be appreciated as I have a deadline and have to sign up soon if I want him to do the work.
