Rodents in the roof-not sure where to put this one!

Howdy All,
About this time every year we seem to get a familiar scritch scratch in the roof and sometimes in the walls. Cold weather obviously drives them indoors. We've never had them inside the actual house but its very annoying to hear just as you are trying to drop off to sleep. I put Ratsak in the roof and this works but I'd prefer a longer term solution.
I've been trying to work out how they are getting in without much success. I think they are coming up the downpipes that connect directly with the storm water. Can this happen? They don't seem to be coming from under the house as we don't often hear them in the walls. Any other suggestions of where I should look for entry points and possible solutions?
