building setback from street in victoria

Gday, ive had a look at the rescode stuff i found on the net, and it mentions specifically that setback is to be 9m or half the distance difference of the houses either side of it (whichever is less)

The above is quoted from my dodgy memory so please go easy on me if its incorrect lol.

My specific question is this:

Is it possible to extend the front of my current home closer to the street than the rescode requirements allow or is it an automatic NO?
