Sisalation - Building Code?

Marry Christmas all.

My premises was built in Victoria around 1996. There is sisalation beneath the roof tiles. It is foil-like on one side, and blue on the other side.

Would there have been any requirement under the Building Code to have this fitted back in 1996?
