Which roof insulation is appropriate for the summer heat?

Hi guys!

Which roof insulation is appropriate for the summer heat?

The insulation in the roof in the house where I live is placed only above the ceiling, I htink to reduce heat to escape in winter.

But there is no insulation under the roof tiles and therefore the heat is still coming in when the sun is hot like today.

WHat are your suggestions? Why the guy who came to insulate the roof placed only insulation above teh ceiling and not below the roof tiles?
