Fisholene vs Rust Coverter

Maybe I'm a bit old fashioned but I like fisholene. Yes it stinks but it penetrates better than converters I've used. Once I used converter and a bit of rust chipped off after and it was dry rust underneath. Fisholene seems to get down deep and soak into the rust crevices.

I'm painting steel patio and am tossing up whether to use rust converter or not. A friend said he used fisholene and the rust came back???? I 've never had that problem.

Any advice welcomed.
