Attaching a deck

I am currently in the planning stage (in my head) of a new deck at the rear of my highset. My question is I want to attach it to the ends of the floor joists that are visible and open, I am assuming the best way to attach the deck is to fix a ledger to the ends of the existing joists and then fix the deck joists to hangers nailed to the ledger ? I can't fix the deck to the top of the ledger so they need to be attached to the face. What is the best method of attaching the ledger to the ends of the joists ? Just drill and use bugle head screws into the joists ?
