Blow in paper insulation

Hi all, has anyone had any experience with the blow in paper insulation in the roof. I would like to remove it and put in wool batts or similar. Is it necessary to remove it or can I lay the batts directly onto the paper? If I do need to remove it, can I hire an industrial vacuum to do this with?
