infill slabs

I am looking at relacing my infill slab. I have a strip foundation supporting single leaf bricks and I dont currently have an internal cavity. To make a cavity I will put a new infill slab inbetween the existing foundation. Does this infill slab have to be higher than the existing foundation strip footing? or can it be level or lower?
