Drain connection for dishwasher

Hi all,

When my kitchen was installed, a spot for a dishwasher was left. There is a power socket and water inlet tap.

However I'm not sure if the drain hose connection is present. There is what looks like the spot for the drain connection, however it looks much lower than what I would expect based on the dishwasher installation instructions. It is at the level of the 'U' bend. (And it is currently blocked off, I'm assuming I need to open it up somehow).
