That depends on your definition of electrical riser. The pic is of a cable tray with cables on it. I would define a riser as feeds between floors of a building,which your pic probably isn't of.

Yes, Tools is correct. That looks like a cable tray in a plant room or back-area passageway. An electrical riser is usually used to refer to enclosed vertical shafts in the core area of a building, within which you run pipes, cables, etc between different floors in the building. Risers usually look like cupboard's in common area walls eg. in the lift lobby, etc.
